10 March 2015, World ATM Congress, Madrid, Spain. The SESAR Joint Undertaking (SJU) and the SESAR Deployment Manager (SDM) have signed a Memorandum of Understanding. This agreement will provide a platform on which to build cooperation for the smooth and timely delivery and deployment of SESAR Solutions to the ATM community.

“SESAR is a collaborative project to modernise European ATM and deliver the performance that Europe’s aviation needs in order to stay competitive globally,” said Massimo Garbini, Managing Director, SESAR Deployment Manager.

“This agreement underlines the spirit and determination of both our organisations to deliver a modernised ATM system in Europe. This will ensure that on a daily basis our programmes stay aligned and focused on the common SESAR vision,” said Florian Guillermet, Executive Director of the SESAR Joint Undertaking.

Principles for cooperation

The Memorandum of Understanding has several guiding principles, based on both organisations developing synergies where possible and endeavouring to be complementary to each other’s activities. This will involve the mutual and timely sharing of information for effective operations and communications, and the harnessing existing cooperation mechanisms. Above all, a critical factor for success will be the exchange of information to support the industrialisation phase, to ensure effective bridging between R&D and deployment and to facilitate interoperability.

SESAR 2020 and Deployment Plan

With a budget of EUR 3 billion, the SESAR Deployment Manager will now ramp up its activities and to deploy SESAR Solutions. Meanwhile, the SESAR Joint Undertaking will complete its first phase of R&D, while also preparing for a new wave of projects under SESAR 2020, in the second half of 2015. This year will also see a new edition of the European ATM Master Plan and the creation of a deployment programme, providing guidance to ATM stakeholders on future investments.

A well-functioning and efficient Air Traffic Management (ATM) system is seen as a vital element for the sustainability of global aviation. That is why in 2004, SESAR (Single European Sky Air Traffic Management Research) was set up to modernise and harmonise ATM systems through the definition, development and deployment of innovative technological and operational solutions. Established in 2007, the SESAR Joint Undertaking (SJU) is a public-private partnership which pools the knowledge and resources of the entire ATM community in order to define, research, develop and validate SESAR Solutions. Founded by the European Union and Eurocontrol, the SJU has 15 members who together with their partners and affiliate associations represent over 70 companies working in Europe and beyond. The SJU also works closely with staff associations, regulators, airport operators, and the scientific community. In 2014, the SESAR Deployment Manager (SDM), comprised of air navigation service providers, airlines and the SESAR-related Deployment Airport Operators Group (SDAG), will coordinate the implementation of the EU’s Pilot Common Project, the first set of SESAR Solutions to be deployed in a synchronised and timely manner across Europe.
