The focus of the work currently being done under the DLS Recovery Plan is to secure the investments (by both AUs and ANSPs) that have already been made in VDL Mode 2. Indeed, the primary objective is to extend the lifetime of VDL Mode 2 as much as possible (in a reasonable way). Complementary technologies (like SATCOM, AeroMACS, LDACS, etc.) are expected to take over some of the load from the VDL Mode 2 network when they become available. As there will be no mandate (according to the current planning) for AUs to use these technologies, these potential costs are not considered.
