It is the ANSP who holds the certificate for ATS ; AOC and ATS traffic belong to different services. It should be recognised that the concept of a single end-to-end certificate cannot be achieved within the present certification context. Rather than an end-to-end certification, we should focus on ensuring end-to-end performance. While the ATS is currently the only regulated part of datalink operations, discussions within the EASA RMT.0524 have highlighted that the interaction and sharing of resources between AOC and ATS needs to be accounted for in the measurement of performance. What is important is the level of performance required and how this performance is to be met and maintained.
