How CP1 progress is monitored
The implementation of all technological and operational elements within the CP1 scope is monitored through close cooperation between the SESAR Deployment Manager, the operational stakeholders affected by the Regulation, and the European Defence Agency.
Each year, with the aim to monitor all CP1 implementation activities in Europe, either with or without CEF funding support, SDM collects and assesses information from all operational stakeholders—ANSPs, AISPs, airport operators, airspace users, the Network Manager, MET providers and military authorities—on the status of CP1 Deployment Milestones defined in the SESAR Deployment Programme.

Implementation needs are captured as “gaps,” defined by the combination of the required technical or operational elements (SDP Families) and the location where they must be deployed (airport or country). In line with CP1 and the SESAR Deployment Programme, certain Families are also mandatory for airspace users and the Network Manager.
Progress on each gap is measured through specific Deployment Milestones. Depending on its nature, scope and relevance, each milestone has been assigned with a specific weight to ensure progress is adequately tracked. The progress assigned to each Deployment Milestone is then aggregated to provide an overview of the status of CP1 activities at Stakeholder level and at gap level.
Since the 2021 Monitoring Exercise, data collection has been carried out via the LSSIP+ tool for ground stakeholders, complemented by templates for airspace users and the Network Manager.

How to report on CP1 status
The information regarding the status of implementation of SDP Families is gathered, based on the SDP Deployment Milestones, through different means:
Ground Gaps are reported in LSSIP+ tool
Ad hoc CP1 questionnaires
Airspace Users Gaps and Network Manager Gaps are reported through dedicated templates out of LSSIP+ tool
